			<content:encoded><![CDATA[<p>EVEN with the threat of economic recession sending shivers down the spines of world economies, the Nigerian telecoms sector has braced the storm, to add 23 percent in US dollar value, translating to about $8.42 billion revenue at the end of  2008 business year, giving Nigeria a quality lead of the African telecom market ahead of South Africa. <br />
The country is also expected to maintain this lead consecutively in the next five years with a steady growth prediction of 5.7 percent, translating to about $11.14 billion by 2013. This piece of information was released by world authoritative research institute, Pyramid Research, after putting together the pieces of developments that rule African telecoms market, yesterday.</p>
<p>What this means is that with more than 61 million subscribers, Nigeria has now surpassed South Africa as the largest mobile telecom market in Africa, and continued growth over the next five years is expected to trigger more intense competition among a growing number of network operators.</p>
<p>According to Pyramid Research, the report was coming from conscientious and rigorous peep into the Communications Markets in Nigeria and it offers a complete analysis of the country’s converged telecommunications, media, and technology sectors based on exclusive and proprietary data it researched in the Nigerian market. <br />
At the end of the day, there was 28-page report tagged ‘Communications Markets in Nigeria’ which provides detailed competitive analysis of both the fixed and mobile sectors, tracks the market shares of technologies and services, and monitors the introduction and spread of new technologies such as WiMax, IPTV, and VoIP. <br />
The study also offers a detailed forecast of the Nigerian communications market by analysing key trends, evaluating near-term opportunities and assessing upcoming risks factors.</p>
<p>Author of the report and analyst with the Pyramid Research, Yejide Onabule, noted that “the Nigerian telecom market grew by 23 percent in US dollar value in 2008, generating $8.4 billion in overall telecom service revenue and with mobile subscriber penetration at just 42 percent, Nigeria’s total telecom revenue is expected to increase at a CAGR of 5.7 percent from US$8.42 billion in 2008 to $11.14 billion in 2013,” </p>
<p>Since liberalization of the market in 2003, Nigeria’s telecom industry has experienced exceptional growth rates, which is attracting new operators and the report predicts that “the bulk of service revenue will continue to come from mobile, which will generate 83 percent of total service revenue over the next five years” .<br />
According to Onabule, “suppliers of mobile network technologies are likely to benefit from more aggressive rollouts of mobile voice and data services, because demand for CDMA and GSM base stations is expected to remain strong over the next several years.”</p>

			<content:encoded><![CDATA[<p>President  Umaru Yar’Adua, will, tomorrow in Abuja, unveil the re-branding Nigeria logo and slogan, as his administration pushes to give the nation a more positive image.Former Nigerian Head of State, General Yakubu Gowon would be chairman of the occasion which is expected to attract a cream of top government functionaries, business moguls, the diplomatic corps and media executives.</p>
<p>According to the Minister of Information and Communications, Prof. Dora Akunyili, the launch would be a major step towards changing the negative perception of Nigeria and her people both locally and internationally.</p>
<p>The Minister said the campaign would also target “re-orienting Nigerians, changing the negative attitudes of Nigerians, making Nigerians to believe in themselves, inculcating optimal spirit of patriotism in Nigerians and at the same time, celebrating our very best before the international community”.</p>
<p>The minister said the core of this campaign would be a return to the cultural values of Nigerians as a people, as well as, how Nigerians see the nation.</p>
<p>“Countries that have excelled held on to their cultural values. Nigeria has rich and robust cultural values good enough to make the country better and to project to the world.&#8221;</p>
<p>Unfortunately,  the actions and inactions of a few of us and the skewed reportage by the international media have either tarnished our image, or mis-branded this country and that is why we want to re-claim the lost glory by re-branding our image”, she said.</p>
<p>The Minister said the campaign would be tied to slogan and logo because to every brand, there must be an inspiring logo and slogan to drive it.</p>
<p>She argued that the campaign would go beyond slogan and logo and “targeted at internalising our values and developing new attitudes in the private and public life”.</p>
<p>The federal government, she said would intensify interface with different stakeholders and the masses through  Town Hall and Local Government Area Meetings, immediately after the launch with a view to creating awareness and opening up a deliberative process and feed-back mechanism to secure the buy –in of Nigerians at the grass roots.</p>
<p>She noted that the mass media had a key role to play by  emphasising positive story about Nigeria and responsible  report of what could be considered as the negative, for the campaign to succeed.</p>

			<content:encoded><![CDATA[<p><a href="http://www.vanguardngr.com/content/view/27737/42/">ABUJA—Governors of the 36 states are today meeting with American billionaire businessman, Mr. Bill Gates, to seek his assistance in the effort to eradicate wild polio virus in Nigeria.<br />
Gates, who through his Bill and Melinda Gates Foundation is involved in several interventions in the health sector, is visiting Nigeria to specifically hold high level discussions with government officials and other stakeholders in the health sector on the polio issue. </p>
<p>The governors had after listening to a presentation by the Minister of Health, Prof Babatunde Osotimehin, at their last Governors’ Forum in Abuja, resolved to partner with all relevant stakeholders to ensure that polio is eradicated in Nigeria. </p>
<p>Director-General of the Governors’ Forum, Mr. Asishana Okauru, said in a statement yesterday that the governors would meet with Gates at the Transcorp Hilton Hotel at 2 pm </p>
<p>The Gate Foundation had only recently made a donation of N50billion to Rotary Clubs in the country for the eradication of polio in Nigeria. </p>
<p>Okauru said the Kwara State Governor and Chairman of the Governors’ Forum, Dr. Bukola Saraki, had already written to his colleagues admonishing them to attend the meeting. </p>
<p>He said, “Even though Mr. Gates is in the country to hold discussions over polio, the governors believe that they can broaden the philanthropist’s agenda in the country if they interact with him. </p>
<p>“The governors at their last meeting agreed on a number of measures to strengthen primary health care, introduce community health insurance and eradicate polio. This meeting with Gates, we believe can contribute to facilitating these objectives.” </p>
<p>Osotimehin had, during a presentation he made to the governors, blamed the dismal morbidity and mortality rates as well as the persistence of the polio epidemic on the failure of the primary health care system in the country. </p>
<p>The minister therefore urged the governors to regard PHC as the cornerstone of the health system in their various states, release more funds to local government councils to fund the PHC and lead the campaign for the eradication of polio in their states. </p>
<p>The Scientific Group of Experts had said in November 2008 that India and Nigeria accounted for 90 per cent of polio cases globally and all of the virus exportations in the past five years. </p>
<p>According to records from the Federal Ministry of Health, states where polio is prevalent in Nigeria are Kano, Bauchi, Plateau, Oyo and Enugu.</p>

			<content:encoded><![CDATA[<p>ABUJA—The Police Authorities have engaged services of 21 seasoned lawyers to engage the pioneer Chairman of EFCC, Mr Nuhu Ribadu in an on-going legal battle ignited by him to reverse his dismissal from the Nigeria Police Force.<br />
 The police made the disclosure on a day Ribadu described as unfortunate the statement credited to the Police Affairs Minister, Ibrahim Lame that his dismissal was final and irreversible.</p>
<p>He said it is wrong for anyone to usurp the power of the court when a matter is before it.</p>
<p>According to his lawyer, Mr Tayo Oyetibo (SAN), he said “It is unfortunate that this is coming from a minister”</p>
<p>But the police yesterday dismissed Ribadu’s comment as sheer balderdash. challenging him to come to court and prove his case.</p>
<p>It said that it was battle ready for Ribadu.</p>
<p>The Police legal team is led by a member of the inner bar and one time Chairman of the Ikeja Chapter of the Nigerian Bar Association (NBA), Chief Milton Ohwovoridle (SAN)</p>
<p>The decision of the police to hire a long list of lawyers was perhaps galvanised by reports that over70 lawyers had indicated interest to defend Ribadu in court pro bono.</p>
<p>According to the police, Ribadu deserved the dismissal.</p>
<p>In its Counter Affidavit filed before the court, Police claimed that he frittered away the opportunity to be heard when he deliberately refused to appear before its disciplinary committee and that his action is a gross abuse of the court processes, incompetent and is liable to be dismissed by the court.</p>
<p>The A-GF in a counter affidavit deposed to by Simon Egede also said the plaintiff was given ample opportunity to be heard but instead “chose the path of blackmail, insubordination and court actions contrary to police regulations and discipline.”</p>
<p>He also explained that Ribadu was not a victim of any power play because he was demoted along with about 140 other police officers who had been irregularly promoted and were reverted to their lawful ranks by the police service commission.  </p>
<p>NPF had issued Ribadu a query dated November 21, 2008 on grounds of improper dressing, discreditable conduct, conduct prejudicial to discipline and serious acts of misconduct. </p>
<p>Ribadu was asked to explain in writing which he did.</p>
<p>As a follow up, the IGP set up a disciplinary committee to investigate the allegations. According to police, the former EFCC boss turned down the request of the committee to appear before it twice.</p>
<p>Ribadu believed the IGP and the disciplinary committee set up by him were not the appropriate authorities to exercise disciplinary powers against him.</p>
<p>Dissatisfied with decision of the committee and the approval of the Police Service Commission (PSC), he filed a suit challenging his dismissal.</p>
<p>Ribadu is presently before the Chief Judge of the Federal High Court, Abuja challenging his dismissal.</p>
<p>He came by a way of originating summons on the account that the subject-matter of the case is not contentious and purely a statutory matter.  </p>
<p>In the originating summons dated January 7 filed by his counsel Oyetibo and Charles Musa Esq, Ribadu wants the court to declare his dismissal as unconstitutional, null and void.</p>
<p>Defendants in the suit are the Police Service Commission (PSC), the Inspector General of Police, Mike Okiro and the Attorney-General of the Federation and Minister of Justice, Michael Aondoakaa (SAN).</p>
<p>Ribdau stated that his dismissal on the basis of the allegations contained in the Police Service Commission’s letter dated 22nd December, 2008 was an infringement on his right to fair hearing and natural justice.</p>

			<content:encoded><![CDATA[<p>MIXED reactions have continued to trail the surprise visit by former Vice-President Atiku Abubakar to his former boss, Chief Olusegun Obasanjo at his Abeokuta home, Monday.<br />
The former Vice-President, with Governor Olagunsoye Oyinlola of Osun State, who President Olusegun Obasanjo described as the “facilitator” held a closed door meeting with the former President which lasted about two hours. </p>
<p>The Conference of Nigerian Political Parties (CNPP) in its reaction expressed confidence that any possible return of the former Vice-President would not adversely affect the opposition in the country.<br />
Similarly, former governor of Anambra State, Dr Chris Ngige said though he has spoken with Atiku, the Action Congress Presidential candidate in the 2007 elections, he said they (AC members) are unshaken.</p>
<p>He said, “for us in AC, there is no signal at all. The visit by our flagbearer is a courtesy visit and as far as we are concerned, a courtesy visit is a personal visit. </p>
<p>He (Atiku) has a right to visit anybody he wants to visit. He’s at liberty to visit anybody he wants and he’s also at liberty to have any private discussion he wants. We as AC members are not ruffled at all by the visit.”</p>
<p>The former governor, however, maintained that “we all know that nothing good will come out from Obasanjo. We’re unruffled and unimpressed. Atiku remains a committed AC man because I have since discussed with him after the meeting. There should be no cause for alarm for all AC members.”</p>
<p>However, Governor Adams Oshiomhole of Edo State, said the development is a non-issue, adding that visit has no impact on the relationship between the People&#8217;s Democratic Party and the Action Congress, adding that it was &#8220;a visit from a friend to a friend&#8221;.</p>
<p>Also commenting on the development, former governor of Ogun State, Chief Segun Osoba said “I know nothing about it and nobody has told me anything up till this moment I’m speaking with you. I heard it in the news and read it in the papers. But pictures are not lying.” </p>
<p>In the same vein, gubernatorial candidate of the AC in Ekiti State, Mr. Kayode Fayemi said,“I am sure you read Alhaji Lai Mohammed. He is the spokesperson of AC. His view is my view.  I am sure the former Vice-President will brief the party on it.”</p>
<p>Contacted, former governor of Lagos State, Bola Tinubu said he is in the US for Obama’s inauguration. He said he read it on the internet and will speak on his return.</p>
<p>Also asked to comment on the development, former Deputy National Chairman (South) of the People&#8217;s Democratic Party, PDP, Chief Olabode George said “no comment.”</p>
<p>We’re not moved — CNPP</p>
<p>The CNPP in a statement by its National Publicity Secretary, Mr. Osita Okechuku, after an emergency meeting called in Abuja said:   “CNPP after the emergency meeting wishes to state as follows: that Alhaji Abubakar Atiku has the inalienable right to defect to the PDP if he so desires.</p>
<p>“Secondly, whereas we acknowledge the legal battles Alhaji Atiku waged to deepen our democracy; however  we note that it was an offshoot of personal survival  and reaction to Chief Obasanjo who instead of handing over to him, wanted 3rd Term.</p>
<p>“Therefore his movement to the PDP has little or no impact, but will rather facilitate the formation of granite coalition by the opposition which is in progress.</p>
<p>“Thirdly, that we should not forget in a hurry that Alhaji Atiku in league with Chief Obasanjo used their offices, soon after assumption of office in 1999, to sow the ignoble seed of one party state that demolished the internal democracy in PDP, ANPP, AD, APGA etc and indeed makes mockery of our democracy.</p>
<p>“We cannot forget how both denied late Chief S.B.Awoniyi the level playing field to lead the PDP, thus imposing Chief B Gemade as chairman of PDP and how they manipulated chairmen of other political parties.</p>
<p>“Fourthly, we recall how both Alhaji Atiku and Chief Obasanjo eroded the doctrine of separation of powers by manipulating the legislature, hence enthroning the rubber stamp culture and lack of checks and balances that bedevil our political landscape at all levels today.</p>
<p>“Consequently, we wish to submit that Nigerian democracy will only prosper when birds of same feathers flock together,” the CNPP declared.</p>
<p>We’re not ruffled — Ngige</p>

<p>It’s a meeting of two adults —  Lai Mohammed</p>
<p>&#8220;As far as we’re concerned in our party, it’s a meeting of two adults and two former colleagues. Both of them have told us that it has nothing to do towards 2011. Obasanjo has said that Atiku is not his political associate because he’s still in AC and we tend to assume to agree that he’s still in AC. Whatever they went to discuss, has no bearing at all on whether he’s going to move to PDP or not. When we get to that bridge, we will know how to cross it.&#8221;</p>

			<content:encoded><![CDATA[<p>THE National Agency for Food and Drug Administration and Control (NAFDAC) in collaboration with the Lagos State Government has begun investigation into the discovery of a fake brand of paracetamol syrup in the market that is capable of causing kidney failure and, ultimately, death in children.<br />
However, the authorities declined to give the name of the brand of paracetamol until investigations, said to be underway are advanced, or concluded.</p>
<p>According to a statement by the state Commissioner for Health, Dr Jide Idris, NAFDAC has been notified and is conducting an investigation with a view to clarifying the situation further.</p>
<p>To prevent any casualty, Idris implored members of the public to avoid the use of any brand of paracetamol syrup pending the outcome of the NAFDAC investigation. He also advised all health institutions, public and private, to be on the alert and increase their vigilance on cases of children brought to their hospitals with signs of kidney failure.</p>
<p>The commissioner also urged members of the public to similarly report any case of such to the Lagos State Ministry of Health or the nearest health facility.</p>
<p>The state government had, on Monday, raised an alarm on the existence of the fake brand of paracetamol syrup with strong warning to avoid using the syrup.</p>
<p>When Vanguard contacted the the Public Relations Officer (PRO) of the State Ministry of Health, Mr. Jide Lawal,  on the development, he declined to give the name of the brand of paracetamol saying full investigation is ongoing.</p>
<p>“As soon as we conclude investigation on it, full details shall be made known to the public.” Lawal said.<br />
Late last year, scores of children nationwide died after using a teething syrup, “My Pikin.”</p>
<p>In a related development, the state government has impounded over 20,000 cans of a fake tomato puree, “Tasty Tom” being mass-produced in Ipaja-Ayobo in old Alimosho Local Government Area of the state.</p>

			<content:encoded><![CDATA[<p>I respect the BBC, I really do, I definitely think they are less biased than some of the other Western media, i.e CNN&#8230; However, I am continually puzzled at their insistence on reporting events in Nigeria from a Christian vs. Muslim perspective.</p>
<p>For example, take a look at this piece of garbage reporting about the riots in Jos over the course of the <a href="http://news.bbc.co.uk/2/hi/africa/7756695.stm" target="_blank">weekend</a>:</p>
<p style="padding-left: 30px;"><strong>The mostly Christian-backed governing party, the People&#8217;s Democratic Party</strong>,  was declared to have won the state elections in Plateau state, of which Jos is  the capital city.</p>
<p style="padding-left: 30px;">The result was contested by the opposition <strong>All Nigeria People&#8217;s Party, which  has support from Muslims. </strong></p>
<p>Ok, even a cursory look at BBC&#8217;s own <a href="http://news.bbc.co.uk/2/hi/africa/6187249.stm" target="_blank">website</a>, would have shown that the current President of Nigeria who also happens to be the head of the PDP is a muslim&#8230; Meanwhile, the <a href="http://en.wikipedia.org/wiki/All_Nigeria_Peoples_Party" target="_blank">Chairman </a>of the All Nigeria People&#8217;s Party, Chief Edwin Ume-ezeoke is a Christian.</p>
<p>If one is to believe the BBC, which unfortunately is the main news source for millions of people outside Nigeria, then the implication is that a muslim leads a Christian party, and a christian leads a Muslim party, and somehow, these individuals had their respective followers assault people of opposing faiths.  Confused, so am I, but trust me that is the implication of the BBC report.</p>
<p>PDP and ANPP are secular parties which do contain religious fundamentalists in them, but those elements are the exception rather than the norm when it comes time to set party policies and activities.</p>
<p>What is going on in Jos right now is all about the perceived politics of disenfranchisement, and not religion. Here is a blurb from the <a href="http://www.ngrguardiannews.com/news/article01//indexn2_html?pdate=291108&amp;ptitle=Jos%20Boils%20Again" target="_blank">Guardian</a>:</p>
<p style="padding-left: 30px;">According to sources, the crisis began when suspected members of the All Nigeria Peoples Party (ANPP) learnt that the party was leading in the council polls for Jos North Council with about 58,000 votes but that the People Democratic Party (PDP) had allegedly upturned the result in its favour.</p>
<p style="padding-left: 30px;">It was alleged that it was that rumour that ignited the youths of Jos North who were ANPP supporters to go on rampage as early as 4 a.m. yesterday, vandalising everything they felt belonged to the government.</p>
<p>How about <a href="http://www.thisdayonline.com/nview.php?id=129452" target="_blank">Thisday</a>:</p>
<p style="padding-left: 30px;">Eyewitnesses said supporters of the All Nigerian People’s Party (ANPP) allegedly became violent following speculations that their candidate, whom they said was leading the PDP candidate, was about to be “declared the loser.”</p>
<p style="padding-left: 30px;">The ANPP protesters said they were not fighting people but fighting government “because of their action.” The results of the elections were still being collated when the crisis broke out.</p>
<p style="padding-left: 30px;">Agency reports said youths with machetes hacked to death a policeman and burned tyres in one part of the city. Several mosques and churches were also reported to have been set ablaze.</p>
<p>So Nigerian papers say the strife was as a result of what is being perceived as a stolen election, but the BBC takes that, twists it around, and turns it into a story of Christians vs. Muslims, obviously a story that will garner more interest in the West, but one that sets religious relations back immensely across the board.</p>
<div class="headline" style="padding-left: 30px;">Riots &#8216;kill hundreds in Nigeria&#8217;</div>
<p style="padding-left: 30px;"><strong>Hundreds of people are reported to have been killed in central Nigeria  after Christians and Muslims clashed over the result of a local election. </strong></p>
<p style="padding-left: 30px;">A Muslim charity in the town of Jos says it collected more than 300 bodies,  and fatalities are also expected among Christians.</p>
<p style="padding-left: 30px;">There is no official confirmation yet, and figures are notoriously unreliable  in Nigeria, says the BBC&#8217;s Alex Last.</p>
<p style="padding-left: 30px;">Police have imposed a 24-hour curfew and the army is patrolling the streets.</p>

<p>They have been given orders to shoot on sight in an effort to quell  hostilities that mark the worst clashes in the restive West African nation since  2004.</p>
<p>For the second straight day on Saturday, angry mobs went through the town  burning homes, churches and mosques.</p>
<p>The Nigerian Red Cross says at least 10,000 people have fled their homes.</p>
<p><strong>Contested election </strong></p>

<p>The local imam, Sheikh Khalid Abubakar, said more than 300 dead bodies were  brought there on Saturday alone.</p>
<p>Those killed in the Christian community would probably be taken to the city  morgue, raising the possibility that the total death toll could be much higher.</p>
<p>Police spokesman Bala Kassim said there were &#8220;many dead,&#8221; but couldn&#8217;t cite a  firm number.</p>
<p>Despite the overnight curfew, groups in some areas took to the streets again  as soon as police patrols had passed by.</p>
<p><strong>Troubled past </strong></p>
<p>In 2001, more than 1,000 people died in religious clashes in the city,  situated in Nigeria&#8217;s fertile &#8220;middle belt&#8221; that separates the Muslim north from  the predominantly Christian south.</p></div>

<p>And in 2004, a state of emergency was declared in Plateau state after more  than 200 Muslims were killed in the town of Yelwa in attacks by Christian  militia.</p>
<p>Correspondents say communal violence in Nigeria is complex, but it often  boils down to competition for resources such as land between those that see  themselves as indigenous versus the more recent settlers.</p>
<p>In Plateau, Christians are regarded as being indigenous and Hausa-speaking  Muslims the settlers.</p></div>
<p>The wonders of western media&#8230; I guess next time there is economic beef going down in the UK, Nigerian media should say it is a race war between the white anglo-saxons and their former subjects from the continent or the island&#8230;</p>

			<content:encoded><![CDATA[<p>AHEAD of the judgment by the Appeal Court sitting in Benin in Edo State on the governorship election in Ondo State, Governor Olusegun Agagu yesterday expressed confidence of getting victory when his case is decided next year.<br />
Governor Agagu in a statement in Akure said he was not bothered by the ousting of the former Edo State governor, Professor Oserheimen Osunbo.</p>
<p>He pointed out that despite earlier judgment of the Edo State Governorship Election Petition Tribunal which nullified the election of Professor Oserheimen Osunbor as governor of the state, he was sure of a favourable judgement.</p>
<p>Governor Agagu pointed out that the Edo State judgment, which stated that INEC should be a major defendant, has further strengthened his confidence that the July 25 judgment of the Ondo State Governorship Election Tribunal which nullified his election would not stand at the appellate court</p>
<p>The statement which was signed by his Chief Press Secretary, Yemi Olowolabi described the two cases as too distinct to be compared.</p>
<p>Dr Agagu said he had never doubted the fact that the appellate court would reverse the controversial verdict of the tribunal.</p>
<p>While thanking the good people of the state for the support given to his administration, the governor promised to ensure that every part of the state is touched in his effort to transform Ondo State and change it from its agrarian status to a technologically-driven industrial economy before the end of his tenure in 2011.</p>
<p>“Let me restate my assurance to the good people of Ondo State that I remain committed to my promise to harness the resources of the state to develop the land and its people and as well change it to a technologically-driven economy.”</p>
<p>As a sign of his commitment, Agagu has not slowed down the several monumental projects embarked on by his administration since the judgment.</p>
<p>“New projects which had been embarked on after the verdict include the flag off of many roads across the state, the NICON Hotels projects, the Ondo State University of Science and Technology and the new Akure Township Stadium, among others&#8221;.</p>

			<content:encoded><![CDATA[<p>PRESIDENT Umaru Yar’Adua has charged the authorities of the University of Ibadan to work harder so that the institution could be ranked among the first twenty universities in Africa. The president who was a visitor to the university as part of activities marking the end of the institution’s 60th Founders day anniversary which kicked-off last week Monday.<br />
He told the institution not to relish in the victory of the past but should shed the current status of ‘local champion’ and compare favourably with its counterparts in the world.</p>
<p>President Yar’Adua who was represented by the Minister of State for Education, Hajia Aishatu Dukku Jubril said “it is however disheartening to note that the premier university is not ranked among the first 20 universities in Africa and there is no doubt that a lot still needs to be done in this regard.”</p>
<p>Although it is still the best in Nigeria based on the recent ranking carried out by the National Universities Commission, it is better for it to “shake off the toga of local champion and put on the garb of continental or better still global champion. This demands hard work, determination and discipline”.</p>
<p>To reach an enviable height among other highly rated universities in the world, he advised that “universities should be more proactive by, for example, offering consultancy services to government and the private sector without compromising their core functions of teaching and research. As a matter of fact, such activities will invariably make lecturers better teachers as they see the application of their theoretical constructs”.</p>
<p>The Vice Chancellor of the institution, Prof. Olufemi Bamiro noted that as the university prepared to become a postgraduate institution, there is need to improve on the library facilities.</p>
<p>According to him, there should be massive acquisition of new books to complement existing collections, expansion of sitting space in the postgraduate sections of the library from 240 to 400 so as to accommodate post graduate students and subscription to current journals in all programmes of the university. The journal holding of the library now stands at over 1,500 titles”.</p>
<p>He hinted that with the reality that the government alone could not fund quality higher education, the institution had used its own initiative to explore other sources of funding which included the University of Ibadan Endowment Fund .</p>
<p>The institution, he noted, could now boast of an investment worth over N1.5billion.<br />
The Chancellor of the University, Emir of Kano, Alhaji Ado Bayero decried the alarming rate at which undergraduates across the country engage in cultism, examination malpractices, armed robbery, and gross indiscipline.</p>

			<content:encoded><![CDATA[<p>FOR allowing men and officers under their command to throw caution to the wind during the Appeal Court judgment that made Adams Oshiomhole the governor of Edo State, and the celebrations that followed, the Inspector-General of Police, Mr Mike Okiro, has ordered the state Commissioner of Police, Mr Chris Dega, and the Area Commander of Benin Metropolis, Mr Denis Ayangafu, an Assistant Commissioner of Police, to proceed on indefinite leave.</p>
<p>The matching order issued the senior police officers, Vanguard gathered, was prompted by what the IG regarded as embarrassing manner of dressing by policemen deployed in the court premises where the judgment was delivered, and those within Benin metropolis who were seen tying red bandana on their heads while some wore T-shirts and others in torn or worn out jeans rather than their Police uniform.<br />
Sources told Vanguard that “the shabby dressing of the policemen further infuriated the IG when telecast of the events beamed to the whole world showed officers of the Nigerian Police dressed as if they were militants, brandishing assault rifles and causing some kind of apprehension for well-meaning Nigerians who had come to Benin to witness the landmark judgment of Oshiomhole’s victory.”</p>
<p>Consequently, it was gathered that the IG has sent a final warning to Commissioners of Police in all the states of the federation to stop officers of the police from dressing like touts or trouble makers, adding that the case of Edo State should serve as a message that he was out to stop the act.</p>
<p>“Police uniforms are meant to be worn by policemen, not for safe-keeping. By dressing shabbily on the road and portraying such wayward appearances is giving the police a rag-tag expression which does not augur well for a crime fighting force,” an officer said.    </p>
<p>About a week ago, the Deputy Inspector-General of Police in charge ‘D’ Department, DIG Haruna Yusuf, arrested four policemen dressed in T-shirts, jeans and brandishing weapons on the road because they did not look like policemen, but touts.</p>
<p>Earlier that day, reports had reached the Force Headquarters that some suspected armed robbers were on the road operating and robbing passengers. The fear, it was later gathered, emanated from the suspicious dressing of policemen around the FCT. This prompted the DIG to arrest the policemen along the Kubwa Road, Abuja. </p>
<p>Gunmen kill 3 policemen</p>
<p>Meanwhile, three policemen were gunned down in Port Harcourt, Rivers State, by unknown gunmen who opened fire on a police patrol van at a checkpoint along Kaduna Street overhead bridge, D Line area at about 10.45 p.m, Sunday.</p>
<p>Vanguard gathered that the other policemen responded to the shooting and killed one of the gunmen while the others fled. Consequently, the police and the Joint Task Force command have placed all locations in the area on “maximum alert.”</p>
<p>Police Public Relations Officer, Rita Inoma-Abey, a Deputy Superintendent of Police, who confirmed the killings said: “No arrest has been made and the motive for the shooting of the policemen has not been determined.” Also, she said it has not been established whether the men were militants, cultists or simply hoodlums.</p>
<p>“Yes, three of our men, policemen, where killed in the shooting. But one of them was equally killed in the ensuing shoot-out. The killed officers were on routine patrol around D Line, along Kaduna Street.</p>
<p>“We have commenced investigations and we shall definitely get those who carried out this heinous and unprovoked attack. We have not been able to establish who these people were, whether militants or not,” she said.</p>
<p>Equally, the JTF spokesman, Lt. Col. Sagir Musa, said the command had dispatched its team to the scene for an on-the-spot assessment of the situation.</p>
<p>It was learnt that the intensive JTF and police patrol of Port Harcourt and environs has caused the militants to flee the city only to occasionally infiltrate from the creeks under the cover of darkness to wreck havoc.</p>
<p>Police raid  Leadership Newspaper</p>
<p>Meanwhile, men of the Nigeria Police, yesterday, forced their way into the corporate headquarters of Leadership newspapers in Abuja and made away with some computers.  During the raid, senior editors of the paper were harassed by the policemen before taking away the editor of the paper, Mr Abdulrasaq Bello Bakindo, and the weekend editor, Mr Lara Olugbemi. </p>
<p>The two editors were, however, released at about 7 p.m. yesterday but were ordered to report at the station today.</p>
<p>The International Press Centre (IPC) in Lagos has condemned the invasion. In a statement yesterday the IPC said: “This development is coming in the wake of the continued detention and interrogation of four of the newspapers’ editors by the State Security Service, over a story it published in a recent Saturday edition about an alleged deterioration of the health of the President.”</p>
<p>According to the statement, “IPC strongly condemns the sustained clampdown on the newspaper despite the fact that President Yar’Adua has publicly indicated that he would be seeking legal redress over the story, which he considered untrue and defamatory.</p>
<p>Indeed, apart from the law courts, there are other appropriate regulatory bodies like the Nigeria Press Council (NPC) to which a matter like this could be referred.</p>
<p>“IPC demands the unconditional lifting of the siege on the newspaper starting with the immediate release of the detained editors and the return of all seized equipment.”</p>
